ITANAGAR, Nov 27: The Governor of Arunachal Pradesh General (Retd) J.J. Singh and Chief Minister Nabam Tuki have extended sincere greetings to people of the State on the auspicious occasion of Guru Nanak Jayanti.

Drowned students’ bodies recovered
KHONSA, Nov 27: The bodies of three students of Rama Krishna Mission Students, who drowned on Nov 25 were recovered by ‘majis’ yesterday from Buri Dihing river.
The Deomali SDO, EAC and CO coordinated the majis during the search operation under the active supervision of the Deputy Commissioner. Local MLA Wangki Lowang also extended best possible help in the search operation by engaging expert majis. The district police also actively helped the search party.

Good news for employees as DA, DR enhanced
ITANAGAR, Nov 27: The Dearness Allowance (DA) payable to State Government employees shall be enhanced from the existing rate of 65% to 72% with effect from 1 July 2012 as per a government notification issued today. The additional installment of DA payable under this order would be paid in cash to all state government employees.
In a similar notification, the State Government has also approved enhancement of Dearness Relief (DR), payable to state government/family pensioners from the existing rate of 65% to 72% with effect from July 1, 2012.

Meanwhile, the Confederation of Service Association of Arunachal Pradesh (CoSAAP) thanked Chief Minister Nabam Tuki and Finance Minister Chowna Mein for releasing 7% DA to state govt employees effective from July, 2012.
The noble step taken by the State Government for the welfare of its regular employees would relieve more than 85000 state govt employees from economic over burden due to rise in prices of all commodities. CoSAAP appealed to the state govt employees, including contingency staff to reciprocate the govt by improving the work culture in their respective field of works for the betterment of the state. It also appealed the revenue earning departments to contain revenue leakage and maintain strict financial discipline. It further appealed to the state government to consider release of pending Adhoc Bonus and other genuine demands of the state govt employees in the eve of the new year as a token of gift.

The recent arrest made in the Arunachal Pradesh Rural Bank robbery case and nabbing of assaulters of Echo of Arunachal journalist has come as a relief to the people of the state capital who are helplessly witnessing the gradual break down in law and order.
While most cases go unreported and brushed aside as personal disputes, there have been several cases that reflect the general lawlessness and absolute disrespect for the law of the land.
While browsing the newspapers of the recent weeks, yours truly was left astounded at the number of assaults not only in the Capital but elsewhere too.

While the police struggle to figure out growing cases of mayhem, Itanagar and Ziro were completely paralysed as All Arunachal Pradesh Students Union started its election activities. The students have said it’s not responsible for the extortion and subsequent shut down. However, the denial did not stop extortions, forcing us to wonder what the future leaders are up to. Extortionists using the name of a student organisation to extort business community and government officials are bad enough and it calls for the students to seriously retrospect.
On the other hand, the shutter down in Capital town was another sign that individuals have to ensure their own safety. Despite flag marches, the shops remained closed sending a clear message to the administration, police and the state government that common citizens, business communities do not trust the state machinery. If law and order were in place, we should not have felt the total sense of insecurity in the first place.
And Media has been the favourite target of assaulters. In one month alone, two senior journalists were assaulted and office of the Echo of Arunachal was vandalised. Though the city police have arrested those responsible in vandalism of the Daily, it remains to be seen what punishment are meted out to the perpetrators of crime and most importantly how long it would take the police and law to hand out justice to the newspapers. From previous experience with other cases, one cannot expect much.
The esteemed readers are aware that there have been five instances of attack at the office of Arunachal Times since April this year. And police have not been able to do anything apart from few cursory arrests. What does it say? It’s a message to the trouble makers that they can do pretty much what they want while police will do what it does best in Arunachal; blame the lack of facility and human resources.
One can only imagine what happens to others if such repeated attacks are meted out to organisations and individuals who at least have a space to share what they have been forced to undergo.
While we silently watch the horrid assaults and threats, it would be so much better if the Chief Minister gives more attention to the Home department.
The Parliamentary Secretary Home appears to be otherwise occupied with a legal battle concerning his election. Perhaps someone with lesser problems could assist the Chief Minister and help bring in some amount of stability.
And to top it all, the police department today doesn’t have a DGP yet! That’s the ultimate icing on the cake for the lawbreakers.
The government must remember that however stupid and nonchalant citizens may appear, after a point, they will not be satisfied with assurances alone. What will happen then is anybody’s guess.
No work or no pay, Govt warns SSA teachers
ITANAGAR, Nov 27: The government while reacting strongly to the proposed indefinite tool down/pen down strike by the SSA teachers from Dec 3 has decided to invoke the clause of “No Work, No Pay” as per the MoU signed by the SSA teachers during their contractual appointment. The government has also decided to take stern action against the absentee teachers and all the district authority of SSA have been instructed to ensure compliance of the govt order.
Teachers under the banner of All Arunachal Sarva Shiksha Abhiyan Teachers Association announced the indefinite strike demanding regularization of services of SSA teachers of 2003 batch numbering 528 Assistant teachers and 22 junior teachers.
SSA Project Director P N Thungon informed that on Feb this year, the govt had constituted a high level committee to look into demand of the SSA teachers and that the committee met on Nov 15 to recommend to the government on further action to be initiated.
However, before taking any suitable action on the report of the Committee the teachers announced the indefinite strike which is uncalled for and illegal, he added.
It also added that salaries of the teachers have already been enhanced twice by the government for SSA teachers and service of 79 junior teachers and 222 Assistant teachers out of 950 teachers appointed in 2003 have been regularized. It added that many more would be regularized soon but in view of huge financial implication, demand of regularization of teachers at one go cannot be met. The statement further added that SSA Rajya Mission is facing huge financial problems and SSA teachers have not been paid their salary since Oct this year due to delay in receipt of fund from Centre and state matching share.

The DGP shall ensure that adequate mobilization of force is done including IRBn, CRPF, ITBP and civil police and the district administration shall ensure that all executive magistrates are deployed along with sectoral police officers to ensure to avoid any untowards incident on that particular day.
Media exhibitions fascinate students

ITANAGAR, Nov 27: “Why the media in Arunachal Pradesh is not allowed to work freely like their counterparts in others parts of the country? This was an honest question from a student, visiting the ‘Triumphs and Tears’, the ongoing media exhibition, organized by the APC and APUWJ in the Press Club to mark the 30 years of APC. He was one of the huge numbers of students from various schools of Capital Complex including Garden Angel School, King Cup School and Govt HS School, who thronged the venue at IG Park here on the third day today.
They evinced keen interest to know about the history and working style of the state media.
Most of them were very excited when they saw the first print of the paper the Echo of Arunachal, the first news paper published from the state on February 20, 1988.
Many aspiring students preparing for their entrance examinations also visited the exhibition and went back happy by updating their knowledge with the guides satisfying their queries.
“This exhibition gave me a brief knowledge about the media in the state that has been working against all odds to serve the masses very boldly.” said a student.
Apart from the students, members of the civil society showed equal inquisitiveness during their visit.
Arunachal Times associate editor Tongam Rina also visited the exhibition, which would continue till December 02 during 10 am to 4 pm.
Traditional folk dances of Arunachal mesmerize audience in Chandigarh
ITANAGAR, Nov 27: The colorful traditional folk dances of different tribes of Arunachal Pradesh presented by the students from the state studying in Chandigarh in the “Carnival Festival” one of the famous festivals of Punjab mesmerized the audience.
Over 600 students of Arunachal Pradesh studying in ITFT College of Chandigarh participated in Festival organized by Punjab tourism department in Chandigarh.
The students presented traditional folk dances of many tribes, including Adi, Apatani, Nyishi, Galo, Tagin, Monpa, Wancho, Nocte, Mizu Digaru which were appreciated by thousands of tourists and local people of Chandigarh. Arunachal’s first OST centre opens at Pasighat GH
PASIGHAT, Nov 27: Opioid Substitution Therapy (OST) helps in achieving a comfortable level and the client stops injecting drugs which eventually prevents the potential harm of contracting HIV and other diseases transmitted through injecting routes as well, stated the Deputy Commissioner R K Mishra today. After several years of hard work, the OST was traced as one of the measures to control and reducing the prevalence of HIV and HIV risk behavior among IDUs. He urged not to take the OST center as a programme and further advised the medical fraternity to interact with the IDUs with a missionary zeal motivating them to build a healthy reputation in the society.

DHS NRHM governing body meeting held
ITANAGAR, Nov 27: Governing body meeting of DHS, NRHM, Yupia was held at DC’s Chamber today which was attended by ADC Yupia, PD DRDA, DDSE, Zilla Chairperson, ZPMs and other departmental heads and NRHM officials of the district.
During the meeting the house resolved that any civil works sanction against SC/PHC/CHC of the district should be decided by the governing body of district health society. The house discouraged interference of the state in sanctioning the civil works by mentioning in particular SC/PHC/CHC in ROP from the state level.
Regarding intra district transfer and posting, the members suggested for immediate formation of district transfer and posting committee to regulate the genuine distribution of transfer and posting process in the district.
Earlier, speaking on the occasion, DMO Yupia Dr S Ronya briefed about the purpose of the meeting, he said that the meeting was to review the performance of NRHM activities of last year and to take adequate and necessary measures to make the mission successful for this financial year.
He appealed to the members to continue support for successful implementation of the NRHM program in the district.

Upper Subansiri needed to reach the target of 170 runs set by Papu Vikings within 18.5 over to make their place in Super Eight. Although Upper Subansiri won the match in 19 over it was not enough for the team to sail through.

Unbeaten Rohit Dui contributed valuable 23 runs from 14 balls with two powerful sixes and couple of hit to the fence.
Jimmy Makcha got three wickets while Tatum Leya and Janu Soki claimed two wickets each.
Chasing the target of 170 within 18.5 over to qualify for the super eight, Man of the Match Tabin Dubi got 61 runs from 44 balls. He smashed three sixes and seven boundaries and remained not out.
The Man of the Match prize was sponsored and presented by Arunachal Pradesh Building and Other Construction Workers Welfare Board Chairman Jalley Sonam.
Kumer Nyompu made a quick 47 runs off just 29 balls with two sixes and seven boundaries thus keeping the hope alive.
Nyompu was given LBW when the team’s score was 132 runs in 13 overs.
Earlier, Skipper Kamnia Lusi added 22 runs of 12 balls with three successive sixes at deep cover.
Rudhra was the only successful bowler from Vikings, who hauled two Upper Subansiri wickets conceding 22 runs in fours spells.
Though Upper Subansiri won the match in 19 overs they failed to sail through the tournament.
The eight teams, Pare Rangers, Lower Subansiri, West Siang, Siang Riders (East Siang), The Gorkhas, PapumPare, Papu Vikings and Capital Complex Cricket Club have made it to Super Eight stage, which is slated to begin on Wednesday.

Bharat regains title
ITANAGAR, Nov 27: Former State Chess Champion Bharat Linggi regained title defeating defending champion Gapor Dupit in the 4th State Level Chess Tournament 2012 at Nikum Niya, Hall, Nirjuli.
Linggi is the first and highest rated players from Arunachal Pradesh.
Tabu Dupit and Gapor Dupit of Upper Subansiri secured the 2nd and 3rd position.

Top 10 players of different categories were given cash prizes along with trophies
while 11-
Arunachal Chambers of Commerce and Industries president Techi presented the trophies, cash prizes and citations to the champions.
The ACCI president assured to sponsor the trophy and cash for next championship besides extending other necessary help to the All Arunachal Pradesh Chess Association (AAPCA).

The concluding ceremony was also attended by AAPCA Treasurer, Nabam Chada, Chief Advisor Dobin Doke and others members of AAPCA.
According to report of the Chief Arbiter M. Arun Singh, altogether 75 players participated in the tournament. Eight out of the total 13 international rated players also took part in the 5 days long tournament.
AAPCA President Niapung Konia and Vice President Talam Har Neelam and Secretary Tamchi Kache also Spoke on the occasion.
The tournament was organized by All Arunachal Pradesh Chess Association (AAPCA) from November 23 to 27.

Please refer your news item “RKMH achieves a milestone” of 26th Oct edition. Through
your esteemed daily I would like to express my deep gratitude to all who have played
a vital role in successful Cemented Total Hip Replacement and Cemented Total Knee
Replacement surgery of my 65-
My special compliments and accolade to Dr. Lenin Ligu who himself took special attention
in making her stand again. I deeply appreciate the dedication he and his staffs have
in such a noble job. I still remember, prior to first surgery, the vehicle carrying
the hip implant part with surgical instrument met with an accident near Tezpur. Unlike
others, Dr. Ligu drove all the way to accident site to collect the implant part and
its surgical equipments. Against all odds he successfully completed the surgery on
the same grueling day within three hours time. He again undertook the Cemented Total
Knee Replacement surgery which is first ever in Arunachal Pradesh. As a result of
his brilliant work, medical staff and support from many well-
In addition, I am sorry to submit here that both the surgeries were greatly hit by bandh calls given by various organizations. Operation day had to be postponed twice there upon afflicting more to my mothers’ agony. In some worse cases there may be loss of life due to frequent bandh calls.
However, I appeal all who are suffering from orthopaedic disease to avail the benefit RKMH have in noble service of god. Also I would like to request the hospital authority to introduce more such facilities in various other departments of the hospital.

Pakistan is one of the five places recommended for a comprehensive implementation of the plan, the others being Iraq, Nepal, South Sudan, and Latin America.
